Kredit Usaha Rakyat - Plafon KUR Diturunkan di Bawah Rp50 Juta

Kementerian Negara Koperasi dan UKM akan segera menurunkan plafon pemberian Kredit Usaha Rakyat (KUR) menjadi di bawah Rp50 juta agar program mampu menjangkau lebih luas usaha-usaha mikro di seluruh Tanah Air.

“Satu yang ingin kita koreksi adalah besaran kredit yang disalurkan dalam program KUR yaitu menjadi Rp50 juta ke bawah,” kata Menteri Negara Koperasi dan UKM, Suryadharma Ali, di Jakarta, Jumat.

Ia mengatakan, selama ini masih ada bank yang menyalurkan kredit dengan rata-rata sekitar Rp174 juta per UKM yang mengajukan, Rp165 juta, dan bahkan ada yang rata-ratanya Rp330 juta.

Penyaluran kredit diturunkan plafonnya menjadi Rp50 juta ke bawah agar program KUR dapat menjangkau lebih luas dan lebih banyak usaha-usaha skala mikro.

“Populasi usaha skala mikro itu kan sangat banyak sekitar 91% dari seluruh pelaku usaha jadi pada merekalah sebenarnya program KUR diprioritaskan,” katanya.

Cara Mendapatkan Kredit Usaha Rakyat

Menjelang Pemilu 2009 kredit sejenis bergulir pula. Apakah KUR (kredit usaha rakyat) yang sedang gencar-gencarnya disalurkan enam bank terkait kepentingan politis untuk mendukung calon presiden yang akan datang?

Jawabannya sulit dipastikan tetapi seperti kebiasaan menjelang Pemilu selalu banyak iming-iming buat rakyat. Yang jelas sejak Februari tahun ini pemerintah mendorong penyaluran KUR (kredit usaha rakyat) mikro di bawah Rp5 juta
melalui enam bank yaitu BRI, Bank Mandiri, Bank BNI, BSM, Bukopin dan BTN.

Kredit tersebut mendapatkan penjaminan dari pemerintah melalui PT Askrindo dan Perum SPU. Dalam skema penjaminan tersebut, Askrindo dan Perum SPU memberikan penjaminan sampai 70 persen dari nilai kredit.

Deputi Menko Perekonomian bidang ekonomi makro dan keuangan Sahala Lumbangaol saat berkunjung ke Medan, baru-baru ini, mengatakan, pemerintah hingga April 2008 sudah mengucurkan sekitar Rp5 triliun KUR.

Disebutkannya, latar belakang pemberian KUR untuk pemberdayaan UMKM, penciptaan lapangan kerja dan penanggulangan kemiskinan.

Dia menjelaskan, plafon kredit maksimal Rp500 juta per UMKM dapat dilakukan secara langsung maupun tidak langsung. Tingkat bunga pembiayaan maksimal 16 persen efektif per tahun dan kredit diberikan kepada kegiatan produktif yang layak.

Program kredit dengan jaminan pemerintah ini akan difokuskan pada lima sektor usaha yakni: kelautan, pertanian,kehutanan, perindustrian dan perdagangan.

KUR diharapkannya mampu mengatasi problem yang melingkupi perkembangan UMKM yakni prosedur yang berbelitbelit serta collateral. Dengan KUR ini diharapkan semuanya lancar, lantaran pemerintah menjamin 70 persen dan bank 30 persen, tuturnya.

Tahun ini pemerintah akan menjamin 650 ribu pengusaha mikro. Bagaimana mendapatkannya? Setelah menelusuri berbagai informasi yang disediakan perbankan di Medan sebenarnya persyaratan cukup mudah. Tak berbeda dengan
KUMLTA empat tahun lalu.

Calon debitur atau pengusaha kecil cukup mendatangi salah satu dari enam bank tersebut. Untuk meminjam sampai dengan Rp5.000.000, misalnya, hanya perlu membawa foto copy KTP, foto copy KSK / KK (kartu keluarga) surat keterangan lurah karena memiliki usaha, tentu saja harus memiliki usaha.

Lalu bagaimana dengan agunan? Inilah yang memunculkan sedikit polemik. Sebenarnya semua kredit dimana pun dan berapa pun besarnya harus punya agunan, kata seorang bankir milik pemerintah yang dihubungi Waspada, kemarin. “Mau Rp5 juta, Rp100 juta tetap harus ada agunan. Tapi untuk KUR semuanya sudah dijamin lembaga penjamin kredit 70 persen dan 30 persen oleh bank.”

Kalau kredit hanya Rp5 juta bank tidak akan terlalu fokus di jaminan, misalnya, sertifikat tanah, rumah atau agunan lain, kata dia. “Bank akan menjadikan usaha si peminjam sebagai agunan. Bank tetap melakukan penilaian. Kalau
ternyata tidak layak, KUR tak akan mengucur”.

This week I took a Pre-Retirement course through work and learned that I should not get caught in the credit crunch before I retirement. Thank goodness I still have a few years to go. I can home both days with information overload. I would highly recommend a course like this to anyone and the sooner they take it the better. If you already have your retirement date in place it's almost to late for this course.

Iron poison ring, made from a block of iron. The bottom of the chamber and the lid are made of pure iron. The hinge and the locker ring are silver.
The bottom of the chamber is inlayed into the body of the ring.

The "IIXIIXIIXII" signs on the bottom of the ring band are protective motifs they were used on old padlocks.

This ring -like my other poison rings - represents to me the desire to keep, save and protect something.
